Android FrameLayout inside , Margin failure problem

In the following Android3.0 platform , FrameLayout internal controls set android: layout_marginLeft attribute is not effective, but above 3.0 on the platform , FrameLayout internal Margin is effective. Why is this ? What solutions do not ?
